The Portuguese Passport/Nationality is given to those who were born before 1961 in the former Portuguese territories of Goa, Daman, Diu, Dadra, and Nagar Haveli during the Portuguese Sovereignty, that is, until December 19th, 1961 which is given in accordance with Portuguese Nationality law 37/81 and the relevant revisions and legislation on the said law. Eligibility for Portuguese Nationality & Passport

You can apply for a Portuguese Nationality and Portuguese Passport:

  • If you/one of your parents or grandparents was born in any of the former Portuguese territories of Goa, Daman, Diu, Dadra or Nagar Haveli before 19th December 1961.

Four Stages to Acquire a Portuguese Passport or Nationality

The Portuguese nationality process has to start with an individual whose birth is registered in Goa before 19th December 1961.

After the birth and marriage of this individual is registered at the Conservatoria dos Registos Centrais/Conservatoria do Registo Civil in Lisbon, Portugal, his / her descendants are eligible to apply for Portuguese Nationality / Portuguese Passport.

Stage I – Transcription of Birth which leads to Portuguese Nationality For Goans Born Before 19th Dec 1961.

List of documents:

  • Birth Certificate / Birth Teor of the applicant.
  • Document of Identification – Indian Passport along with Aadhaar Card or Election Card or Driving License with correct details as per Birth Certificate.
  • Death Certificate (If the applicant is deceased).
  • Birth Certificate / Birth Teor and Marriage Certificate / Marriage Teor of the applicant’s parents.
  • Residence Certificate specifying the present residence and period of stay from 1st January 1974 to 31st December 1975 (formats for which will be provided on submission of the above documents).

The time required to conclude the Transcription of Birth which leads to Portuguese Nationality For Goans Born Before 19th Dec 1961 is approx 4 years or more from the date of submission of documents to the Conservatoria dos Registos Centrais, Lisbon, Portugal, subject to the completion of verification of the Birth and Marriage Teor / Certificate of the applicant and his / her parents by the competent authorities in Portugal.

The process of internal verification of documents between the Portuguese Government and Indian Government authorities is confidential. The exact date or time for completion of the process cannot be guaranteed due to various reasons, like internal verification of documents, additional document requirements, or changes in policies or laws in Portugal or India from time to time which, are beyond our control.

Important Information:

  • All birth, marriage and death certificates filed in the process are subject to manual verification if the information cannot be verified on the Indian Government Official Website.
  • If the birth/marriage/death certificate is issued outside Goa, it will have to be attested by the applicant from the respective Regional Authentication Centre (RACs) for States / Union territories (https://www.mea.gov.in/Images/attach/DetailsofRACsAppamndixC.pdf).
  • If the Birth/Marriage/Death Certificate is issued outside India, the applicant will need to translate it by a recognized official translator in Portuguese and both the original and the translated document will have to be attested by the Portuguese Embassy / Consulate / Mission / Apostille in the region where the document has been issued.
Stage II – Transcription of Marriage in Portugal.

List of documents:

  • Assento de Nascimento (photocopy) of the applicant (Assento de Nascimento is the birth certificate issued by the Conservatoria dos Registos Centrais in Lisbon, Portugal. This certificate can be obtained only on completion of Stage 1, that is, registration of birth in the Conservatoria de Registos Centrais).
  • Marriage certificate of the applicant.
  • Birth certificate of the spouse.
  • Document of identification – Indian Passport along with Aadhaar Card or Election Card or Driving License of the spouse with correct details as per Birth certificate.
  • Death certificate of spouse (if spouse is deceased).

Time required to conclude the Transcription of Marriage in Portugal is approx. 3 – 4 months from the date of submission of your documents to the Conservatoria do Registo Civil, Lisbon, Portugal subject to completion of verification of the Birth / Marriage certificate of the spouse.

Stage III – Transcription of Birth and Attribution of Portuguese Nationality For Individuals Born After 1961.

List of documents:

  • Assento de Nascimento and Assento de Casamento (photocopy) of the applicant’s parent.(Assento de Nascimento is the birth certificate issued by Conservatoria dos Registos Centrais in Lisbon, Portugal & Assento de Casamento is the marriage certificate issued by the Conservatoria do Registo Civil in Lisbon, Portugal. Both these certificates can be obtained on completion of Stage 1 and Stage 2 that is Registration of birth and marriage of one of the Parent in Portugal)
  • Birth Certificate of applicant.
  • Document of identification – Indian Passport along with Aadhaar Card or Election Card or Driving License of the spouse with correct details as per Birth certificate.

Time required to conclude the Transcription of Birth and Attribution of Portuguese Nationality For Individuals Born After 1961 is over 18 months from the date of submission of your documents to the Conservatoria dos Registos Centrais, Lisbon, Portugal subject to completion of verification of the Birth Certificate of the applicant.

Note:

For all Birth certificates issued by BMC Mumbai, and Birth certificates issued from other Indian states which do not have the facility to verify online, the Government of Portugal will verify the Birth certificate manually, the above time frame for completion of the process will not be applicable until the verification of the Birth certificate is completed by the Authorities in Portugal.

Stage IV – Acquisition of Portuguese Nationality for Non-Portuguese Spouse.

List of documents:

  • Assento de Casamento (photocopy) of the couple. (Assento de Casamento is the marriage certificate issued by the Conservatoria do Registo Civil in Lisbon, Portugal)
  • Assento de Nascimento (photocopy) of Portuguese spouse. (Assento de Nascimento is the birth certificate issued by Conservatoria dos Registos Centrais in Lisbon, Portugal)
  • Birth Certificate of the Applicant (Non-Portuguese National).
  • Document of Identification – Indian Passport along with Aadhaar Card or Election Card or Driving License with correct details as per birth certificate.
  • Police Clearance Certificate.
  • Two witnesses preferably Portuguese Nationals who are of applicant’s age or above.

Time required to conclude the Acquisition of Portuguese Nationality for Non-Portuguese Spouse is approx. 3 years or more from the date of submission of documents to the Conservatoria dos Registos Centrais, Lisbon, Portugal which is subject to completion of verification of the Birth Certificate of the applicant by the competent authorities.

Documents Verification Updates

Please be informed that vide circular bearing No. 8-12-2017-LD (Estt.)(Part File-I)/670 dated 02/06/2017 issued by the Department of Law & Judiciary, Law Division, Government of Goa and Circular No. 3/1/2017-Registration/1001 dated 12/06/2017 issued by the Office of the State Registrar-cum-Head of Notary Services, Government of Goa.

Thereby instructing all the Civil Registrar and Sub Registrar of Goa not to entertain the request from the Portuguese Consulate for verification of Birth / Death and Marriage, under these guidelines all the Civil Registrar and Sub Registrar of Goa has stopped the Birth / Death and Marriage verification process received from the Portuguese Consulate in Goa.

As per the new directions the Portuguese Consulate will have to route all the Birth / Death and Marriage verification request through the Ministry of External Affairs, New Delhi.

The Ministry of External Affairs will forward the request to the Ministry of Home Affairs and then to the State Registrar and the State Registrar will have to forward this verification request to the respective Civil Registrar cum Sub Registrar.

The Civil Registrar cum Sub Registrar will then comply to the verification request and forward its reply back in the same route to the State Registrar, then to Ministry of Home affairs, then to Ministry of External Affairs and finally to the Portuguese Consulate.

Renewal of CARTÃO DE CIDADÃO Without Embassy / Consulate Long Appointment Queue

You can request the Renewal of Cartão de Cidadão (Portuguese Citizen Card) if:

  • You are 25 years of age or older.
  • The Cartão de Cidadão (Portuguese Citizen Card) is near the end of its validity or it has not expired for more than 30 days.

The renewed Cartão de Cidadão (Portuguese Citizen Card) will have the validity of 10 years.

While renewing your Cartão de Cidadão (Portuguese Citizen Card) you can change the following:

  • Your Nick Name
  • Your Address
  • Your Contact Number
  • Your Email Address

Renewal Schedule for Cartão de Cidadão (Portuguese Citizen Card):

Your Cartão de Cidadão (Portuguese Citizen Card) will be renewed and made available within a period of 6 to 8 weeks.

  • If you are 24 years of age or below and wish to renew your Cartão de Cidadão (Portuguese Citizen Card), you will have to take an appointment for renewal with the IRN Office in Lisbon, Portugal or Portuguese Embassy/Portuguese Consulate abroad.
